Offence Summary

A registered sex offender breached his Sexual Harm Prevention Order multiple times by contacting children unsupervised, using undeclared devices, and making an indecent image of a child.

Full Description

Brandon Coleman, a 22-year-old sex offender from Chatham, was jailed for persisting in 'vile behaviour' by breaching his Sexual Harm Prevention Order (SHPO) and failing to comply with sex offender notification requirements. Despite strict conditions imposed after his 2021 conviction for making indecent images of children, Coleman spent unsupervised time with juveniles, accessed the internet via undeclared electronic devices, and downloaded Snapchat under multiple aliases.

The SHPO, granted in October 2021, prohibited Coleman from contacting children without safeguards, using internet-capable devices without notifying authorities, and employing software to delete browsing history or messages. Concerns about non-compliance prompted a Kent Police investigation, revealing breaches including possession of an undeclared mobile phone with Snapchat installed and evidence of an indecent image. Coleman was arrested on October 16, 2024, after examination of his phone uncovered his attempts to evade monitoring.

At Maidstone Crown Court on April 8, 2025, Coleman pleaded guilty to making an indecent image, failing to comply with notification requirements, and multiple SHPO breaches. The court heard how his actions demonstrated a continued risk to children, ignoring the protective measures designed to prevent reoffending. Judge Philip Raynor sentenced him to two and a half years' imprisonment, stressing the importance of adherence to such orders for public safety.

Kent Police's proactive monitoring and swift action in this case underscore their efforts to manage registered sex offenders. As part of the sentencing, Coleman will face ongoing restrictions upon release to mitigate future risks. The investigation highlighted the challenges of enforcing SHPOs in the digital age, where offenders like Coleman exploit technology to bypass restrictions.
