Offence Summary

Ronald Harcourt, a convicted sex offender, was jailed for an extended sentence of 10 years after being found with nearly 4,000 indecent images and videos of children on his mobile phone and for distributing child pornography as part of a worldwide network.

Full Description

Ronald Stuart Harcourt, a 53-year-old man from Middlesbrough, has been sentenced to an extended term of 10 years for his involvement in a global child pornography ring. Previously convicted in 2006 for indecent assaults on two girls under 14, for which he served four years in prison, Harcourt was on licence when authorities discovered his renewed offending activities.

Between February 2012 and March 2013, Harcourt engaged in online exchanges with other paedophiles, both men and women, distributing and receiving over 3,800 indecent images and videos of children. His collection, hidden on a mobile phone concealed in an airing cupboard at his home, included material depicting a one-year-old child and hundreds of images at the most serious level. He exchanged images approximately 700 times, breaching a Sexual Offences Prevention Order by using six identifiable email accounts and failing to notify changes to his name in email addresses.

The Child Exploitation and Online Protection Agency (CEOP) identified Harcourt's activities and alerted Cleveland Police, who raided his home in Cambridge Square, Middlesbrough. Prosecutor Harry Hadfield detailed the extent of the offences during the hearing at Teesside Crown Court. Harcourt pleaded guilty to six counts of inciting indecent photographs of children, six counts of distributing such material, one count of making indecent images, and one count of failing to notify a change of name.

Defending barrister Yvonne Taylor stated that Harcourt was 'desperate to receive help' and expressed remorse. However, Judge Peter Armstrong described the images as 'appalling' and deemed Harcourt a danger to the public. The judge imposed an extended sentence comprising four years in custody followed by six years on licence. Additionally, Harcourt received an indefinite Sexual Offences Prevention Order, prohibiting him from possessing any device capable of internet access, unsupervised contact with children under 16, and requiring lifelong registration as a sex offender.

This case underscores the ongoing efforts by agencies like CEOP and Cleveland Police to combat child sexual exploitation online. The sentencing occurred in 2014, highlighting Harcourt's persistent risk despite prior incarceration.
