Full Description

Mamod Korbani, a 32-year-old Iranian national, was convicted of raping a woman in Oldham and sentenced to four years' imprisonment in 2005. The assault took place prior to his conviction that year, with the sentencing handed down at a local court in Greater Manchester.

Korbani was released on licence in December 2008 and initially resided at a hostel. He soon registered a new address with authorities, but when police conducted a check in March 2009, he was no longer present. He has since become one of 15 sex offenders missing from Greater Manchester, and is currently wanted on recall to prison for breaching his licence conditions.

The Manchester Evening News reported on 11 January 2013 that Korbani's disappearance highlights systemic issues in tracking registered sex offenders. As with others in similar situations, he is required under law to keep police informed of his whereabouts, with non-compliance punishable by up to six months in jail. Greater Manchester Police's Sex Offender Management Unit, led by figures like Detective Inspector Debbie Conlon Houldershaw, continues rigorous monitoring efforts, as she explained: "We make every effort to ensure we know where registered sex offenders are and those that go missing are found and dealt with."

Campaigners such as Claude Knights from Kidscape raised concerns about the risks posed by absconding offenders, stating: "When sex offenders go missing it is a red signal that they are dangerous... The likelihood is they are reoffending. It is very worrying." GMP's broader context includes managing 1,812 community-based sex offenders and 700 in prisons, with many missing cases involving individuals believed to have fled abroad. A Freedom of Information request earlier revealed 23 missing offenders, with eight recaptured by late 2012.
