Full Description

Peter Stilwell, a 38-year-old man of no fixed address, appeared at Chester Crown Court on 7 April 2026, where he was sentenced for continuing his pattern of sexual offending against children. Stilwell had pleaded guilty to three counts of making indecent images of children, involving a total of 44 category A images, six category B images, and 2,051 category C images. These offences occurred between 30 September 2023 and 2 February 2025.

Stilwell's criminal history included a prior conviction in May 2023, for which he received a 12-month suspended sentence. As part of that earlier case, he was made subject to a 10-year Sexual Harm Prevention Order (SHPO) designed to restrict his access to such material and prevent further harm. Despite these measures, Stilwell persisted in his illegal activities, uploading indecent images of children from the internet.

On 12 March 2025, officers from Cheshire Constabulary’s Online Child Abuse Investigation Team (OCAIT) attended Stilwell's former address in Runcorn after receiving information about his ongoing uploads. This led to his recall to prison for breaching the suspended sentence. During the investigation, a number of digital devices were seized and examined by digital forensic specialists. The analysis uncovered thousands of indecent images and videos of children, with over 2,000 categorised as indecent and an additional 395,555 images and videos remaining uncategorised at the time of reporting. Dip sampling of the uncategorised material revealed further indecent content.

Stilwell was sentenced to 13 months' imprisonment at Chester Crown Court. DC Kelsey Lee from the OCAIT team commented on the case, stating: “Stilwell was in clear breach of this SHPO following his similar conviction in 2023 for which he was given a suspended sentence. Despite this and the SHPO he continued his offending and thought he could get away with it. He has been in prison ever since and is now paying the price for his sickening behaviour.” The case was handled by Cheshire Constabulary, highlighting their commitment to tackling online child abuse.
